Prime Report — Tuesday, September 1, 2026
📌 Today’s Highlights — Monday, August 31
California’s utilities took the worst of it. The amended SB 492 speeds claims payments to wildfire victims and authorizes more bonds for the state fund, but left out the $6B per-incident liability cap and the bar on insurer suits that investors had been counting on. $EIX fell 23%, its worst day in more than 25 years, and $PCG fell 18%. BMO cut PG&E to Market Perform and put the wildfire drag at $10 a share.
US forces struck two Iranian rocket launchers on Larak Island, the first exchange in about a month, and a supertanker hit naval mines in the Strait of Hormuz. Brent rose 2.7% to $90.78 and energy was one of the few sectors to finish higher. The 10-year went out at 4.76%, and odds of a September hike moved to 62% from about 40% a week ago.
Tim Cook’s last day as Apple CEO closed a 15-year run, with John Ternus taking over Tuesday and Cook staying on as executive chair. $AAPL slipped on the session. Separately, the company raised US subscription prices, with Apple Music going to $14.99 a month from $12.99.
🗓️ Tomorrow — Tuesday, September 1
The month opens with the manufacturing and labor data that frame Friday’s payrolls.
🎤 [9:05 AM ET — Fed Governor Barr]
The first voting member to speak since Warsh’s Jackson Hole keynote pushed September hike odds above 60%. Focus: whether a sitting governor endorses the framing that inflation, not the labor market, is the binding constraint.
🏭 [9:45 AM ET — S&P Global Manufacturing PMI, Final (August)]
The flash read had output growth at a 13-month low even as new orders held and hiring picked up. Focus: whether the revision confirms that split.
🏭 [10:00 AM ET — ISM Manufacturing (August)]
Prior: 55.6, the strongest since May 2022, with employment back in expansion after 33 months of contraction. No consensus figure could be verified across sources. Focus: prices paid, 71.1 in July, with crude higher and tariffs still passing through.
💼 [10:00 AM ET — JOLTS Job Openings (July)]
Prior: 7.4M openings at a 4.4% rate, in what has been a low-hire, low-fire market. Focus: quits and hires, the first labor input before Friday’s payrolls.

Macro Regime: score 54, mixed wind. Policy and risk appetite carrying a thin market. (weekly)
Where we stand
Regime score: 54, wind mixed — barely above neutral, and softening (-3.9 w/w, -4.0 m/m)
History: 58th percentile — modestly stronger than the average day of the last five years
Lead engine: Policy (79, improving)
Drag engine: Inflation (30, weak)
Engines supportive: 3 of 6
What’s driving it
Policy leads on the rate path: 2Y at 3.73% and 2s10s at +99 bps, steeper by 8 bps over three weeks — the curve is cooperating rather than fighting risk.
Risk appetite is the largest single contributor (+33.5% of the move off neutral). VIX at 14.43, down 15.6% in 21 days; high-beta/low-vol +6.2%.
Inflation drags at 30, with gold +8.9% and WTI flat at 83.44 both reading as pressure.
Market internals sit at 37, soft. Breadth percentile at -48%, and only 46% of names above their 20-day.
Positioning read
The lead argues for selective risk in policy-beneficiary cyclicals, with credit still cooperative (HYG/LQD +0.4%).
It argues against duration extension: 10Y at 4.72%, up 6 bps.
It argues against broad beta. IWM/SPY -2.6% and industrials/SPY -4.3% say the advance is narrow, not broadening.
Watch next
Percent above the 50-day, now 53%. A break below 50 turns soft internals into confirmed deterioration and puts the 54 at risk; a recovery toward 60% would validate the risk-appetite signal.
SITUATIONAL AWARENESS, GAMEPLAN, and TOP IDEAS
THE MARKET PICTURE
1. Price Action (Major Indices)
QQQ: 21dma-structure breakdown confirming potential lower high
SPY: First 21dma-structure breakdown since early Aug.
IWM: 3rd day below 21dma-structure and approaching potential area of support around 290$
MAGS: Strong. Holding 21dma structure today on the backtest, closed higher part of daily range.
2. Breadth Regime (QQQE / Nasdaq MCSI / MCO)
QQQE: First breakdown of 21dma-structure - red flag.
MCSI: Accelerating down, below the 10dma - red flag.
MCO: OVERSOLD at -1.6σ…another red open and could stretch down for a potential bounce attempt.
Breadth Extensions: Not yet oversold, still some room for selling.

3. Internals
Credit Spreads: 21dma-structure reclaim - red flag.
VIX: 21dma-structure reclaim - red flag.
Growth: potential rejection of declining 21dma-structure in play. Growth still lagging.
Bond Yields: 10Y multi-year breakout; valuation pressure on growth.
Crude Oil: Multi-week DTL breakout. Inflation expectations rising.
Bitcoin: Holding above rising 21dma-structure.
4. Liquid Leaders Action
Price: Above a rising 21dma-structure.
MCSI: Starting to hook down.
MCO: Oversold at -1.5σ

PORTFOLIO UPDATE
Hey guys! Another weak day in the market today, and unfortunately we had some important red flags and risk-off signals.
QQQ/SPY both closed below their 21dma-structure for the first time, along with their equal-weight QQQE/RSP. We have a structure reclaim on VIX; credit spreads almost did as well, and growth got rejected into structure. On top of that, MSCI is accelerating to the downside, showing contraction and weakening breadth. The only constructive action I see right now is MCO being oversold, along with ST breadth extension, while defensive sectors like healthcare, energy, and metals that were already leading are trying to set up into their rising structure.
That’s the trade I’m playing... not in tech, not in AI-related, but in healthcare, O&G/energy, SW, and metals. If weakness spreads to those leading groups tomorrow, that will probably be an all-cash event for me...certainly won’t argue with a market-wide sell-off. Until then, let’s see if we can catch some moves into those more defensive sectors/groups.
Cheers & GL!
